Naqvi was jailed at the age of 17 in 1975 during the period of Emergency in Naini Central Jail in Allahabad due to his political activities. As a student leader, he also participated in the activities of the Janata Party. Naqvi contested elections to the Legislative Assembly of Uttar Pradesh in 1980 as a candidate of the Janata Party (Secular) and was unsuccessful. He also contested the 1980 Lok Sabha elections from Ayodhya constituency as an independent candidate. He was elected to the Lok Sabha for the 1998 Lok Sabha, and was later given the position of Minister of State in the Ministry of Information and Broadcasting in the Atal Bihari Vajpayee government.

He was elected to the Rajya Sabha in 2016.

He became the Minister of State for Minority Affairs and Parliamentary Affairs in the Narendra Modi Ministry on 26 May 2014. After the resignation of Najma Heptulla on 12 July 2016, she got independent charge of the Ministry of Minority Affairs.

He took oath as a cabinet minister in Narendra Modi’s cabinet on 30 May 2019 and continues with the Ministry of Minority Affairs.

According to Naqvi, a “baseless” campaign was launched by the Congress party to prevent Indian Muslims from joining the Bharatiya Janata Party. Naqvi has also said that he is not concerned with the Congress’s allegation that there was no one to riot against the minority community after the BJP came to power.

Naqvi feels that Muslims do not spare other Muslims when given important positions in the Bharatiya Janata Party. To increase support among Muslims for the party; They are of the view that they should feel that they are “equal citizens of this country”, and “also understand that the Bill on Muslim Personal Law will not take away their right to practice their religion”.
